SUMMARY Under the direction of the Emergency Management Director or designee, this individual performs all work as it relates to all phases of emergency management:, preparedness, mitigation, response, and recovery.
Performs skilled professional work developing, planning, and administering emergency management projects which are complex in nature and/or large in scope.
Responsible for planning and coordination of key operational emergency management documents, including writing, developing, and maintaining plans, policies, and procedures, to ensure the efficient operation of the Emergency Management Agency and Emergency Operations Center. May supervise staff during times of activation.
In the event of a natural or human-caused disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES (Note: The listed duties are illustrative only and are not intended to describe each and every function, which may be performed in the job class. Directs and conducts studies, research and analysis of hazard vulnerabilities and impacts in such areas as potential loss of life, property damages, continuity of government, and disaster recovery.
Develops and maintains the Comprehensive Emergency Management Plan, integrating requirements of and ensuring consistency with local, state, and federal statutory and regulatory requirements and planning considerations.
Maintains necessary documentation to complete and continue standards as possessed by the Emergency Management Accreditation Program (EMAP).
Provides technical and advisory assistance to governmental departments, boards, agencies, and private agencies in development and preparation of disaster preparedness, continuity, and recovery planning.
Utilizes geographic information systems to map and display hazard data and maintains the Local Mitigation Strategy (LMS), developing and maintaining the plan and coordinating county-wide mitigation initiatives.
Assists in managing recovery efforts including coordination with Federal and State agencies, as well as local stakeholders.
Responds to the public at large regarding disaster planning matters to include hurricane, tornadoes, flooding, other severe weather, hazardous materials incidents, and other potentials for disasters within the community.
Coordinates, conducts, and participates in emergency preparedness conferences, meetings, workshops, and classes with local, regional, state, federal, and private sector agencies.
Develops information to support federal and state grants and prepares applications and submittal packages.
Accurately and clearly conveys directives, assignments, instructions and other information from management to staff as directed.
Leads and/or participates in public outreach events to increase the readiness of residents and visitors and works towards building a culture of preparedness in Martin County.
Develops and leads trainings to promote awareness and understanding of the plans, policies, procedures, and systems of the emergency management agency.
Coordinates, conducts, and participates in emergency preparedness and response sheltering activities.
Coordinates, conducts, and participates in Public Assistance Recovery efforts.
In the event of an emergency, will serve within the County Emergency Operations Center.
Performs work related to this job description as required.
If assigned to Nuclear Planning perform the following additional duties: Develops and administers the Radiological Emergency Plan.
Coordinates and assists other "risk" and "host" counties to ensure all viable procedures are available in the event of an incident or accident at the nuclear power plant.
Maintains awareness of the siren warning system and ensures periodic testing is performed as required.
Directs and maintains the recording and safe keeping of all radiation exposure records.
Keeps Director informed of all radiological data and protective actions disseminated as the result of a radiological incident or accident.
Maintains awareness of State/County plans and Nuclear Regulatory Commission rules and regulations and all reports, forms, and procedures to ensure proper actions in the event of an incident or accident as pertaining to the nuclear power facility.
Ensures the issuing and accountability of all dosimetry to emergency response forces.
Ensures the state of readiness and accountability of all County radiation detection equipment.
Ensures plans, standard operating procedures, and training materials are updated and in compliance with State and Federal regulations.
Ensures all emergency response personnel receive training and upgrade training on all subjects pertaining to nuclear power plant incidents or accidents.
Coordinates and administers all facets of the Radiological Emergency Plan (REP, including preparation of the REP budget).
Responsible for ensuring the County is ready with logistical support to respond to any natural or human-caused disasters via contract negations, vendor management, and warehousing operations.
Develops and maintains contracts and relationships with vendors and other partners to ensure plans and agreements are in place to ensure the proper commodities, transportation, and equipment resources are in place to disaster response.

EDUCATION AND EXPERIENCE Must possess a Bachelor's Degree in Emergency Management, Public Safety Administration, Public Administration, or similar discipline and three (3) years of professional contingency or emergency planning experience.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Florida Driver's License
Possession of National Incident Management Courses required by Department of Homeland Security for Emergency Management personnel (IS-100, 200 ,700, and 800 required; G-300, and 400 preferred).
Possession of Federal Emergency Management Agency Professional Development Series for Emergency Management personnel, or comparable courses and certifications.
Possession of Florida Emergency Preparedness Association's Florida Associate Emergency Manager or higher designation preferred.
