The purpose of this classification is to administer and direct citywide emergency management operations in conjunction with local, state, and federal agencies. Employees in this classification provide citywide public safety coordination and support by disseminating emergency response information; coordination of preparedness, response, recovery and mitigation functions; and performs grant and Emergency Management program administration and assistance. The Emergency Manager administers volunteer programs to assist with disaster relief support. Performs related work as required.
MINIMUM QUALIFICATIONS (Education, Training, and Experience):
Bachelor’s Degree in Emergency Management, Public Administration, Criminal Justice, Fire Science, or related First Responder discipline. Five years of emergency operations related management and oversight. Prefer current Certified Florida Professional Emergency Management designation (FPEM) through the Florida Emergency Preparedness Association or Certified Emergency Manager (CEM) designation through the International Association of Emergency Managers (IAEM); Possession of certificates of FEMA or FDEM courses in National Response Plan; NIMS; IEMC Hurricane; EOC Operations; ICS Basic and Advanced Courses and/or equivalent education, training and experience as determined by the Fire Chief.
Must be proficient in Microsoft Applications such as Outlook, Word, Excel and PowerPoint. Must possess a valid State of Florida Driver's License with a clean driving record.

Work involves specialized, complex, technical and administrative work in developing, implementing, and managing programs and emergency operational capabilities that mitigate, prepare for, respond to, and recover from any emergency or disaster - whether in peacetime or a situation of national security. Work also involves responsibility for the establishment and maintenance of various agency programs that include the following emergency management functions: laws and authorities, hazard identification and risk assessment, hazard mitigation, resource management, planning, direction, control and coordination, communication and warning, operations and procedures, logistics and facilities, grant writing, training, exercises, evaluation and corrective actions, crisis communications and public information, and finance and administration. General supervision is received from the Fire Chief; work is reviewed through periodic reports, inspection of physical facilities and equipment and observation of results obtained. Evaluates subordinate employees, performs budget preparation, and manages program development.

Analyzes local statutes, federal, and state guidance, and implementing regulations that establish legal authority for development and maintenance of the emergency management system and organization.
Identifies situation or conditions that have the potential of causing injury to people, damage to property, or damage to the environment and the assessment of the likelihood, vulnerability and magnitude of incidents that could result from exposure to hazards.
Manages an approach to eliminate hazards that constitute a significant threat to the city or to reduce the effects of hazards that cannot be eliminated through a program of hazard mitigation.
Develops methodologies for the prompt and effective identification acquisition, distribution, accounting and use of first response and support personnel, equipment and supplies for essential emergency functions.
Collects and analyzes information needed for the development, promulgation and maintenance of comprehensive emergency management action and mitigation plans.
Develops the capabilities for Chief Executives and key local officials to direct, control and coordinate response and recovery operations.
Develops and maintains a reliable communications capability to alert officials and emergency response personnel, warn the public, and effectively manage response to an actual or impending emergency.
Develops, coordinates and implements operational policies, plans and procedures for emergency management, including the City Comprehensive Emergency Management Plan.
Identifies, locates, acquires, distributes and accounts for services, resources, materials, and facilities to support emergency management.
Assesses, develops and implements a training and educational program for emergency management personnel, public officials, and family protection.
Develops an effective public education program regarding hazards affecting the city.
Assesses and evaluates emergency management plans and capabilities through a program of training and regularly scheduled drills and exercises.
Develops and implements procedures to disseminate and respond to requests for pre-disaster, disaster, and post-disaster information involving employees, responders, the public, and the media.
Develops and implements fiscal and administration procedures to support emergency measures before, during and after disaster events and to preserve vital records.
Directs the Emergency Operations Center and/or on-scene coordination and support. Monitors and administers compliance standards if the National Incident Management System (NIMS) using national guidance documents.
Performs related duties as required.

Physical Ability : Tasks involve the ability to exert light physical effort in sedentary to light work that may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 to 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Knowledge of Job : Has considerable knowledge of the methods, policies, and procedures of the City of Daytona Beach Comprehensive Emergency Management Plan. Has considerable knowledge of principles and practices of receiving, processing, and coordinating emergency and non-emergency response to public safety calls and the methods, techniques, and procedures for performing the administrative tasks in support of the emergency communications function. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has thorough knowledge of the organization of the City and of related departments and agencies. Has thorough knowledge of terminology and related professional languages used within the Department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and inter-departmental personnel as well as any external entities with which the position interacts. Has geographic and demographic knowledge of the City and surrounding areas. Has ability to maintain poise, think clearly, and respond quickly to emergencies.
