Position Description:

This position is responsible for the federal proposal development and market research functions. Key duties includefull life cycle proposal execution - federal proposal planning; development of proposal structure and format; compliance requirement matrices; development of proposal sections; proposal production & submittal and, maintenance of proposal repositories. In addition, conduct market research and maintain federal BD pipeline(s) for opportunities.

Responsibilities:

• Review RFPs, RFIs, Market Surveys, analyze and write / edit multi-volume solicitation-compliant responses to requirements.
• Organize and facilitate proposal kickoffs, meetings, color teams, review sessions, etc.
• Create compliance requirement matrices, write prescribed outlines and create solicitation-compliant written sections/ volumes including Management and Technical Approaches, Past Performance, Quality Plans, etc.
• Interview Subject Matter Experts (SMEs) and teammates to extract content details and write proposal sections accordingly.
• Develop conceptual images, standard process flowcharts, diagrams, and other graphics needed for written sections.
• Review & edit resumes, and carefully match candidates’ credentials, skills, and experience to requirements
• Be the administrator and focal point for the company’s proposal center
• Review Market Research applications (GovWin, SAM.gov , etc.) and identify opportunities. Update internal marketing databases / CRM to maintain pipeline(s) of opportunities.
• Help capture team with maintenance of current and future opportunities and maintain opportunity pipelines

Qualification required:

• Federal Proposal Development experience (minimum 5-6 years)for federal opportunities
• Experience with full proposal lifecycle from opportunity analysis to proposal preparation and final submission
• Familiar with market opportunities databases like Govwin, Sam.gov, salesforce, zoho
• Proficiency in Microsoft office suite, Teams,Sharepoint usage, AI powered writing tools, etc.
• Bachelor’s degree
• Pull down opportunities from websites and consolidate them into spreadsheets
• to build opportunities/capture
• Review databases and look for bidding opportunities and pull them all into spreadsheets
• RFI responses
• Work on opportunities to create proposals and pull opportunities from various databases
