GRANT FUNDED EMERGENCY MANAGEMENT PLANNER Join to apply for the GRANT FUNDED EMERGENCY MANAGEMENT PLANNER role at City of Miami Nature of Work This is an entry-level professional position. The work is supervised and reviewed by the Emergency Management Coordinator or designee. Responsibilities include assisting with emergency management, planning, training, and operations. An employee in this classification supports the functions for the Comprehensive Emergency Management Plan (CEMP) and/or other Citywide plans. The role follows and enforces FEMA’s planning process to develop and enhance emergency management operations and procedures. The position requires performing specialized, multi-faceted technical and administrative tasks to assist in the development of programs and operational capabilities that mitigate, prepare for, respond to, and recover from emergencies and disasters. Essential Functions Assists in the development, review, update, training, implementation and exercise of disaster response and recovery functions and responsibilities as outlined in established plans; coordinates with county departments, divisions, municipalities, and stakeholder agencies to ensure that non-county government plans align with county plans. Supports the management of the Emergency Operation Center (EOC); participates in the development and coordination of public safety initiatives for emergency management related programs under the direction of the Emergency Management Coordinator and/or designee. Produces and develops creative ideas and/or projects for the enhancement of the department, office, and/or city. Assists in managing and training volunteer organizations, such as the Community Emergency Response Team (CERT), and collaborates with other local volunteers. Assists in developing and coordinating volunteers for disaster management; maintains an accurate and up-to-date volunteer database; organizes volunteers during emergency situations. Works closely with private organizations, as well as county, state, and federal governmental agencies in planning and developing procedures necessary for coordinating planned responses to local disaster. Reviews Citywide and/or facility emergency management plans for compliance with County, State and/or Federal planning guidance. Identifies and establishes resources required by emergency responders and the community at large in order to prepare for, and respond to, disaster situations that relate to the assigned sections or functions of the emergency management program. Maintains operational readiness of the Division and EOC; planning, coordinating, training, and exercising groups and individuals that function within the assigned sections or functions of the emergency management program to assure that the groups or individuals respond as planned. Researches and collects data for after-action reviews of emergency operations, special events, training and exercises; assists in developing After-Action Reports (AARs). Minimum Requirements Bachelor’s degree in public administration, business administration, emergency management, disaster management or a closely related field and two (2) years of professional experience in emergency management planning or experience developing trainings and exercises in the emergency management field. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment. OR Equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.

SPECIAL REQUIREMENTS:

The following FEMA course certifications are preferred at the time of application but are required to be obtained within one year of appointment into the classification and maintained valid throughout employment in the classification: An Introduction to the Incident Command System (IS0100) Basic Incident Command System for Initial Response (IS0200) An Introduction to the National Incident Management System (IS0700) An Introduction National Response Framework (IS0800) Intermediate Incident Command System for Expanding Incidents (G300/ICS 300) Advanced ICS for General and Command Staff (G400) Homeland Security and Exercise Evaluation Program (HSEEP L0146)

Selection Preference: Selection preference within the same ranking band resulting from an interview process will be granted in the following order: 1) preference eligible veterans, 2) active City of Miami employees, 3) City of Miami residents, 4) all others.
