Summary THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION UNIT: MN Recruiting and Retention Battalion LOCATION: Minneapolis, MN SELECTING OFFICIAL: MAJ Rebecca Moenkhaus, RRB S3, at rebecca.m.moenkhaus.mil@army.mil or 651.268.8595 ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED Responsibilities Major Duties: This is not an all-inclusive list A PUBLIC AFFAIRS SPECIALIST, GS-1035-9, 1. Applies modern, industry techniques to create engaging social media content to tell the Army's story and communicate Army recruiting priorities on the recruiting battalion's official social media platforms. Plans and creates multimedia content using graphic design, photo manipulation and video editing software and techniques. Must be able to operate the battalion's host of social media platforms. Will ensure all social media pages within the battalion's footprint maintain consistent messaging and provide accurate, policy-compliant, engaging and timely information. Knowledge of operating Hootsuite is recommended. Must be knowledgeable of DOD and ARNG policies regarding social media. Assists with managing the battalion's Social Media Content Calendar. Works regularly with NGB Marketing Branch to include SRSC, SMSP and DDB to integrate marketing strategies across all mediums of advertisement and social media platforms. Attends working groups, operational planning teams and in-progress reviews with battalion staff in support of the command's communication strategies with a focus on social media support and content development. Understands how to access social media platform metrics and assist in presenting ROI for advertising. (Approx. 55%) 2. Provides or coordinates for social media coverage of major communication events and efforts using the battalion's official social media platforms, including but not limited to, Future Soldier events, educator tours, awards for recruiters, and other key recruiting functions. Provides updates to battalion headquarters regarding upcoming social media activity to coordinate amplifying coverage at higher levels. (Approx. 25%). 3. Researches new and innovative tools, programs, systems, software, services and social media industry trends to maintain the battalion's currency and relevance with social media efforts and strategies. Assists with preparing social media training and educational materials to provide guidance and training to company and center-level personnel supporting social media efforts. Researches, writes, develops and presents decision/information briefings to enhance battalion wide social media presence. (Approx. 20%) 4. Purchases applicable items and advertising services utilizing a Government Purchase Card with VAMP (Marketing) Funds in compliance with NGR 601-1. Follows internal and external SOPs in accordance with DOD Fiscal Law as well as process for budget approval to properly execute funds in a timely manner. Works with Marketing Team NCOIC to establish VAMP Budget Spend Plan. Must be able to learn functions of GFEBS after acceptance of position. Performs other duties as assigned. Must be able to obtain and maintain the appropriate security clearance of the position. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. MILITARY COMPATIBILITY: Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility. The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard. Qualifications In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:GS-09 - Experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs/advertising of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. Education EDUCATION: N/A You must provide transcripts or other documentation to support your Educational claims.
